March 16, 2016 BIDDING ISSUES I have been receiving many calls lately from carriers expressing their concerns about issues they encountered while trying to place a bid on an open assignment. I have learned that when placing a bid online using a computer, you must use Internet Explorer. If you try to use an Apple product which uses Safari you will experience the continuous circle as if it is trying to process. You will also find the same problem with Google Chrome. If you are experiencing this problem, ask a supervisor for access to the Post Office computer and ask for assistance in placing your bid. This will resolve your issue and will document your online bid. If for any reason, you are denied access to a Post Office computer, please call the Branch office immediately. I hope you find this information useful. |

June 20, 2017 Heat Related It’s that time of year again, when the temperatures begin to rise, and the potential for heat related illnesses becomes a factor during your daily work routines. It’s important to remember the keys to staying cool and safe this summer season. Here are some quick tips for battling the heat: 1. Hydrate before, during and after work. Prevention is important, so make sure to maintain good hydration by drinking at least 8-ounces of water every 20 minutes. Soda and sugary drinks and drinks containing caffeine should be avoided. 2. Dress appropriately for the weather. On warm days, make sure to wear light colored, loose fitting, breathable clothing to keep body temperatures down. 3. Utilize shade to stay cool. When possible, use shaded areas to stay out of direct sunlight. When you feel the effects of heat stress, find shade and take the time to hydrate. 4. Know the signs of heat stress. You should understand what heat stress is, and how it can affect your health and safety. Here are some things to look out for: Hot, dry skin or profuse sweating Headache Confusion or dizziness Nausea Muscle cramps Weakness or fatigue Rash Finally, it’s important to notify your supervisor or call 911 if you’re experiencing signs of heat related illnesses. This will not only ensure your safety, but can also save your life! Don't take these signs lightly. Take care of yourself. You can download the OSHA heat index app for information on the Heat risk conditions and how to work safely in weather related condition. Information on the app is found above. Please remember to take these precautions and look out for each other. If you are experiencing any resistance from management in your office, please see your shop steward or call the Union office immediately. Be safe! |

August 8, 2017 The tentative agreement has been ratified. Now What? The agreement between the USPS and the NALC has been overwhelming approved by the membership with a vote of 78,935 to accept ratification versus 4,732 to reject. The number one question asked is “When do I get my back pay”? We do not know the answer to that question as of the writing of this article. Our National Union will let us know as soon as the details are confirmed. With the contract details now approved, there are still issues that must be negotiated locally. Specifically, but not limited to, a provision for our CCAs to be granted annual leave selections during the choice vacation period and for incidental leave. This issue must be negotiated and is part of the new contract. Another issue is the Holiday pecking order to include CCAs. There are 22 items of which will be open for both management and the Union to bargain locally. The bargaining will take place during a 30-day period mid-October through mid-November. I encourage all members to read and understand the current local agreement posted on the NALC bulletin board in your office. If there are changes that members want to see take place or wording that needs to be clarified, please make your opinions known to your shop steward. The Executive board is now preparing for these local negotiations and will be available to assist each station during the preparation and negotiating. In each office, there will be a negotiating team that will communicate with the carriers in your office and take the necessary votes on changes to the current local agreement. They will do the actual bargaining with local management and address issues specific to your office. Please get involved and make your voices heard. When asked “What is the Union doing”? The answer should be “I am participating in my workplace issues by getting involved”. After all, WE ARE ALL THE UNION. What you choose to do now will have a direct effect on local issues in your office for years to come. Now is the time to start to prepare and get involved! We will let you know when you will be receiving your back pay as soon as we are made aware. More information on local negotiations can be found here as we get closer to the bargaining period. As always, if you have any questions or comments, please feel free to call the Union office. Thank You. |
August 16, 2017 Veteran's Day I have received many calls about the Veterans Day Holiday. Veterans Day is always celebrated on the 11th of November. No matter what day of the week it falls on. If your non- scheduled day off is Saturday November 11th, and you have rotating days off, you will have Thursday November 9th off as your designated holiday. If you have Saturday as a non- scheduled day off and you have a fixed schedule, you will get Friday November 10th as your designated holiday. Everyone else will have Saturday November 11th off for the holiday. I encourage all members to download the NALC App for your smartphone. Go to the calendar and enter your day off for the week. Once you enter your day off, the calendar will reflect all days off along with holiday information for the calendar months/years that appear. Hope you find this information helpful. |
August 25, 2017 Full Time Employee Guarantee. It has come to my attention that management in some offices are "Offering" both ODL and non-ODL employees to work less than 8 hours on their scheduled day off. I have also been made aware that these employees are not being paid the Guarantee of 8 hours pay in lieu of work. If you are working on your scheduled day off you are GUARANTEED 8 hours work (or pay in lieu thereof), which means you should be paid a minimum of 8 hours on that day. If you worked less than 8 hours under these circumstances, see your shop steward immediately to file a grievance. Do not let management take advantage of you. This is not negotiable! You may not agree to waive this requirement. It is a guarantee in the contract. JCAM PROVISION UNDER ARTICLE 8 8.8.B B. When a full-time regular employee is called in on the employee’s non-scheduled day, the employee will be guaranteed eight hours work or pay in lieu thereof. Pay Guarantee For Full-Time Employee on Non-Scheduled Day. A full-time regular or full-time flexible employee called in on a nonscheduled day is guaranteed 8 hours of work (or pay in lieu thereof). This guarantee also applies on a holiday or designated holiday. |

November 2, 2017 Promotion Pay Anomaly NALC challenges change to promotion pay provisions Pursuant to Article 19 of the National Agreement, USPS notified NALC of proposed revisions to the Employee and Labor Relations Manual (ELM) Section 422.2, City Carrier Schedule. The revision eliminates the requirement that two times the most prevalent step be added to a table two grade 1 letter carrier’s salary when promoted to a grade 2 assignment. If this pay rate fell between two steps, the carrier would then receive the higher step. This calculation resulted in table two grade 1 letter carriers receiving a two step increase when assigned to a grade 2 assignment. Additionally, the USPS notified NALC that they would be holding employees who previously received the two step promotion pay increase in place in their current step for an additional 92 weeks less any time served since their last step increase. The ELM revision and the “hold in place” were effective October 14, 2017. NALC has filed a national class action grievance (Q16N-4Q-C 17638188) on the issues and appealed it to arbitration. Any local grievances should be held in abeyance pending resolution of the national grievance. |
December 4, 2017 PENALTY EXCLUSION PERIOD. (December 2, 2017 – December 29, 2017). Article 8.5.G provides that employees on the Overtime Desired List may be required to work up to 12 hours per day and 60 hours per week. It further provides that the 12 and 60-hour restrictions do not apply to employees on the Overtime Desired List during the month of December. Simply stated: this means that a letter carrier on the OTDL can work as many hours as they choose to during the exclusion period, & those who letter carriers who are not on the OTDL remain protected by the 12-60 hour limits of Article 8.5.G of the National Agreement. CCA letter carriers are protected under the National Agreement’s Maximum Hours Limitation as explained on JCAM page 8-20. Keep in mind that CCA hour limitation is for hours worked in a day, weeks are an exception; in that there is no limit for the total hours worked by the CCAs. |

January 5, 2018 Mark Picarelli It was a bitter sweet moment at the January monthly Union meeting. West Chester carrier Mark Picarelli retired from Branch 725's Executive Board and his duties as Financial Secretary to spend more time with his family. Mark has served this branch for over 30 years as Shop Steward in both the Broomall and West Chester offices. He served as the Recording Secretary for many years and also as a Step B representative for the Dispute Resolution Process. With Mark in that capacity, we knew we would get fair and favorable decisions for our members. One of his greatest accomplishments was his work as an Arbitration Advocate. Not only did he advocate for our members, he also spent a career mentoring other carriers. I personally relied on Mark on many occasions and he was my "go to " guy if I needed help. His knowledge of the contract is extensive and a valued asset to our Branch. Even though Mark is retiring from his position with the branch, he isn't going anywhere. I know we will still be able to reach out and he will always be there for us. Congratulations Mark! Thank you for your many years of service to the branch. |

January 5, 2018 Tommy Mullin Snow Removal Who is that guy all bundled up? None other than Retired member and Executive Board member Tommy Mullin. Many thanks of appreciation to Tommy for making sure the snow was cleared from the Union Hall. Tommy is one of those guys that just jumps into action and gets things done. Wish we could bottle his dedication to NALC Branch 725! We are so very thankful for all of his volunteer efforts. The best part is, the only thing that he requests is a Pepsi when he's finished. Thanks Tommy |

February 14, 2018 NOW IS THE TIME TO ACT!! President Trump proposed overhauling the U.S. Postal Service in his fiscal 2019 budget released Monday, calling for a slew of changes that would provide the agency with an additional $80 billion over 10 years. Trump’s proposals largely mirrored those submitted in his last budget, as well as legislation that has been introduced in Congress. While lawmakers have sought to maintain delivery standards, however, Trump would allow USPS to “reduce mail delivery frequency from six days to five days where there is a business case for doing so.” That proposal would likely face pushback in Congress, especially from lawmakers representing rural areas, and even postal management has dropped its proposal to eliminate mail delivery on Saturdays. The White House suggested USPS bring its retirement benefits in line with the same changes proposed for the rest of the federal workforce, which would save the agency $35 billion over the next decade. Under Trump’s plan, the postal service also would increase employees’ contributions toward their health and life insurance. Similar to reform legislation in Congress, Trump suggested USPS increase collaboration with state and local governments, reduce to-the-door mail delivery “where appropriate,” change its governance structure and create postal-specific assumptions about the demographics of the USPS workforce to prevent possible overpayment into the agency’s Federal Employees Retirement System account. The proposal said the Postal Service should institute a one-time price hike and have more flexibility in setting its rates, something postal management has also advocated. The operational changes to the Postal Service would improve the agency’s financial position $45 billion over 10 years, according to the budget, while the benefits changes would reduce costs by an additional $35 billion. The total unified budget impact would be just $44 billion over the next decade. Former Rep. Jason Chaffetz, R-Utah, who authored a bill approved by the House Oversight and Government Reform Committee last year, went to the White House in 2017 to discuss overhauling the mailing agency with Trump. His bill has yet to receive a vote on the House floor, despite having widespread support from an array of postal stakeholders. Now is the time... to act. The best way to protect your future and the future of the Postal Service is to contribute to the Letter Carrier Political Fund (LCPF). Go to the link on this page or to NALC.org to sign up. If you need help, please contact the Union Office right away. THE JOB YOU SAVE MAY BE YOUR OWN!! |
February 20, 2018 CCA Backpay Update As letter carriers eligible for retroactive pay began reviewing their earnings statements over the weekend, errors were discovered. NALC has been and will continue to work with USPS to identify those affected and correct the errors as soon as possible. We will provide more information as it becomes available. |
March 6, 2018 March 7 Union Meeting Canceled To All: Attached please find a posting for your office notifying our members of the cancellation of our March monthly meeting scheduled for tomorrow Wednesday March 7, 2018. Please post and make an announcement on the workroom floor. If you know of any retirees that frequently attend, please take a moment to reach out to notify them. I have contacted many but would rather have repeated attempts than none at all. All Shop Stewards and Delegates will get credit for attending the March meeting. As I'm sure that you are aware, a decision like this is not made lightly. I appreciate your anticipated support in the decision to cancel the March meeting, as the safety of our member is of the utmost importance. As always, I and the members of the Executive Board will make safety of our members the deciding factor ALWAYS. If you have any questions or comments. Please feel free to call. March 23, 2018 Congressional Breakfast The annual Congressional Breakfast and lobbying day in Washington D.C. were held on March 19-20. Members of Branch 725 visited the offices of Congressman Patrick Meehan, Senator Pat Toomey and Senator Bob Casey on your behalf. These carriers informed our Representatives of our positions on maintaining six day delivery, service standards and door delivery. Another topic discussed was the current attacks facing letter carriers in President Trump’s budget as well as those in congress that want to balance budget cuts on the backs of hard working letter carriers. These NALC members worked for you and now it’s time to do your part. Please give to the Letter Carrier Political Fund (LCPF) via direct deposit through payroll deduction. For just $5 per pay, you can help secure the benefits that we worked so hard to get. Let me ask you. Do you want to pay more for your health insurance? How about paying more into your pension but getting no more when you retire? Is it okay that your retirement is based on your high 5 instead of your high 3? If you don’t mind finally reaching retirement eligibility and giving up the social security supplement of around $1,300.00 per month, until you reach the age of 62, then by all means do nothing. I mean, you can live without that money or work for, say... another 5-7 years right? If you care about your benefits and your retirement, isn’t $5 per pay a small price to pay to protect your future? All of these benefits and more can be wiped away with the stroke of a pen. NOTHING IS GUARANTEED!!! This is all on the table NOW!! Don’t believe me? Please take the time to look at the current budget proposal. It’s scary and it’s real. The current political climate and the threats to our benefits are real and we need to act! Please donate to the Letter Carrier Political Fund today so we can protect our tomorrow. Please click the link on this page or go to nalc.org to sign up. If you have any questions or need help signing up, please call the Union office and we will assist you. Remember, the job you save may be your own. By making a contribution to the Letter Carrier Political Fund, you are doing so voluntarily with the understanding that your contribution is not a condition of membership in the National Association of Letter Carriers or of employment by the Postal Service, nor is it part of union dues. You have a right to refuse to contribute without any reprisal. The Letter Carrier Political Fund will use the money it receives to contribute to candidates for federal office and undertake other political spending as permitted by law. Your selection shall remain in full force and effect until cancelled. Contributions to the Letter Carrier Political Fund are not deductible for federal income tax purposes. Federal law prohibits the Letter Carrier Political Fund from soliciting contributions from individuals who are not NALC members, executive and administrative staff or their families. Any contribution received from such an individual will be refunded to that contributor. Federal law requires us to use our best efforts to collect and report the name, mailing address, occupation and name of employer of individuals whose contributions exceed $200 per calendar year. Any guideline amount is merely a suggestion, and an individual is free to contribute more or less than the guideline suggests and the Union will not favor or disadvantage anyone by reason of the amount of their contribution or their decision not to contribute. June 26, 2018 MDA Camp On Thursday June 21st I had the pleasure of attending Sponsor Day at a local MDA camp. Our branch was invited to carnival day. Never having participated, we had no idea what to expect or what to do. Originally, our thought was to decline the invitation and prepare for next year. Finally, three days before the event, we decided to “go for it”. We put together a zip code spinning wheel game with lots of prizes along with corn hole and a table where campers could write down their favorite memories from camp. The theme was “Memories from camp, and we’ll put on the stamp”. Once the campers wrote their letters and addressed the envelope , we took it from there. The fun continues when campers arrive home. They were told to look out for their letter carrier who will bring them that special letter. The one they wrote to themselves remembering all the fun memories they shared at camp. The memories we shared watching the kids have fun will last a lifetime. I would like to give special thanks to Colleen Haynes who was always up for the challenge from the moment we received the invitation. She switched her drop day and was ready to go if and when we committed to attend. I would also like to thank Les Dillman who did the heavy lifting and played corn hole with the kids. He made sure each kid won, not 1, not 2, but 5 or 6 prizes!! At great time was had by all!! I would also like to thank those branch members who wanted to attend but because of the last minute organization could not attend. This special event will definitely be on the schedule next year and for years to come. It was great to see the kids benefit from our MDA fundraisers. So the biggest Thank You goes to all of you who support our MDA fund raising efforts year after year. THANK YOU!! Click Here For More Photos! |

October 19, 2018 Safety Teams To All: I have just been notified that Management teams will be driving around looking for carriers who are violating safety rules. If an infraction is found, the carrier will be taken off the street and sent home. This is a new directive issued by the new district manager. We know discipline will be sure to follow. Currently, there are 5 carriers which have been sent home. Some examples of a safety infraction are, driving without a seatbelt, wearing headphones, wearing improper footwear, not curbing your wheels, not applying the emergency brake and the absolutely worst, exiting the vehicle while still running! None of these rules are new, but we know some of our members cut corners when it comes to safety just to get done. We all must adhere to the safety rules, so lets not give management a reason to put us off the street and off the clock. Let's not give them that win. Please share this information with the carriers in your office asap and continuously. Safety depends on all of us. If you have any question or concerns, please feel free to contact me. Rhonda |
October 24, 2018 Suspicious packages All, EVP Brian Renfroe released this statement today in this very serious matter: I’m sure you’ve seen or heard the news reports of suspicious packages that are potentially explosives being delivered in several locations. USPS has confirmed that these packages were sent through the mail. They are in the process of finalizing standups talks for employees, which I will provide when they are completed. The investigation is ongoing. If questions arise, please advise letter carriers to follow normal procedures for suspicious mail until informed otherwise. I will provide more information when we receive it. Please make sure all carriers are made aware of how to handle suspicious packages. Do not rely on management. Safety depends on all of us. We need to look after each other. I will keep you updated as I learn more of this situation Be safe. Rhonda Click Here for more Info! |
October 31, 2018 Stationary Time Just this week the Eastern Area held meetings with thier managers and supervisors. The meeting concerned the USPS current financial situation and how to cut cost. Those cost cutting measures focused on letter carrier’s street times. Management believes that they can save by “going after letter carriers”. One example is that they now want to classify stationary time as “improper conduct” and ”keep a closer look on the GPS Reports”. Obviously instead of speaking to us in a professional manner those at the top of the Eastern Area continue to believe that letter carriers are not doing their jobs. When it starts at the top, you all know where it ends up. Please inform our carriers that management is going to engage them with more demands and covert tactics to attempt to intimidate them into skipping breaks, lunches, and using annual leave on days where they believe pivots will not work. If you have any questions or comments, please feel free to call. Rhonda |
